Chief Impact and Partnerships Officer

Ella Schwartz

Ella Schwartz joined TVHC as Chief Impact and Partnerships Officer in 2024, bringing her wealth of experience in public health to lead the organization’s efforts in identifying strategy, driving impact, and communicating value to stakeholders.

Ella’s passion is in building and sustaining meaningful improvement in Medicaid and she has worked in various roles across sectors. She started her career developing and implementing Medicaid policy in Texas. She moved to California to manage operations for a risk-bearing provider group – Community Health Center Network (CHCN) – the IPA and MSO that TVHC participates in. Intrigued by the opportunity to leverage technology in value-based care, Ella joined the California Health Care Foundation (CHCF) where she invested in health technology startups and evaluated their value add in Medicaid. Inspired by her experience aligning venture and Medicaid, Ella co-founded Braided Health, a startup dedicated to improving access to home and community based long term care services for Dually enrolled Medicare and Medicaid members.

Ella holds a Master of Public Affairs from the LBJ School of Public Affairs at the University of Texas at Austin and a Bachelor’s degree from The University of Texas at Austin.
