July 2025 CEO Community Update

As we close out July and look back on the past couple of months, I want to take a moment to celebrate a major milestone for Tiburcio Vasquez Health Center: the reopening of Dental services at our Ashland-San Leandro Clinic! 

After months of repairs due to flood damage earlier this year, we are thrilled to resume dental care at this site. I’m especially grateful to our Dental team and site staff for their incredible patience, flexibility, and commitment to ensuring our patients received support throughout the transition. 

While we celebrate this progress, we’re also closely watching developments that could affect the future of community healthcare across the country. A recently passed federal legislative package includes proposals that would significantly reduce Medicaid funding.  

If implemented, these cuts will threaten the health and stability of the communities we serve and hit safety-net clinics like TVHC hard, at a time when families need affordable, accessible care more than ever.  

We’re also closely monitoring changes in California’s 2025–26 state budget. While we’re relieved to see many safety-net priorities preserved, such as funding for family planning services, Medi-Cal benefits, and workforce development, there are also deeply concerning policies scheduled to take effect. These include major cuts to coverage for undocumented individuals (UIS), including the elimination of full-scope Medi-Cal dental coverage and key clinic payments by mid-2026, along with new enrollment freezes and out-of-pocket premiums. 

At TVHC, we are actively advocating with our partners at the local and national level to defend these essential resources. We’re also working internally to plan for how we can continue to provide high-quality care to our communities, no matter the challenges ahead. 

We see the importance of programs like Medi-Cal every day. One recent example is a 75-year-old TVHC patient who came to us struggling to afford his diabetes medication, even while working to support his needs.

When he found out he didn’t qualify for Medicare, he nearly gave up. But with the help of our Eligibility department, we connected him to legal support and helped him enroll in Medi-Cal. Now, he receives the care and supplies he needs at no cost. 

This is the kind of impact we strive to make every day and the reason we continue to fight for access and equity in healthcare.
